Rinse potatoes and drain on paper towels; pay dry. Brush 1 Tbsp butter onto bottom and sides of 9" pie plate. Toss potatoes with combined 2 Tbsp butter and 1/4 cup of cheese. Arrange potatoes in layers on bottom and up sides of pie plate. Sprinkle with remaining 1/4 cup cheese. Bake at 425? for 1 hour. Loosen potatoes from sides and bottom of pie plate. Invert immediately onto serving plate; sprinkle with chives. Cut into wedges.
