Really delicious

Blend together salad oil, vinegar, salt, and peppers; pour over hot cooked rice. Toss and set aside to cool.
Stir together mayonnaise, mustard & dill relish & stir (with fork is best) in with cooled rice & remaining ingredients. Chill thoroughly.
Optional: Parsley and green onion tops may be added as garnish on top.
