Place the condensed milk in a medium saucepan & bring to a bare simmer over medium heat, 5 minutes (do not boil). Remove from heat & add the chocolate chips, stirring until the chocolate is melted & smooth. Let cool, stirring occasionally, for 8 minutes.Dividing evenly, spread the chocolate over half of the graham crackers (about 2 Tbsp. each). Top with the strawberries (about 2 slices each) & sour cream (about 1 tsp. each), then sandwich with the remaining graham crackers.
