Add the soup, water and tomatoes to a pot and bring to a boil. Add the macaroni and cook for approximately 10 minutes (until pasta is tender).
Brown ground beef. Drain and add back to pan. Add onions, bell pepper, garlic and cook until onions and pepper is tender. Add remaining seasoning (to taste) and stir together. Add a cup of water and stir over low heat until the water has cooked out. Add to the tomato soup pot and stir well.
