Add chopped bell peppers and onions to hamburger meat. Cook until almost soft.
Add taco seasoning, diced tomatoes with green chilies and enough water to cook the macaroni (approximately 10 cups). Bring to boil.
Add macaroni and cook until soft. Stirring occasionally. Water should cook down as the pasta cooks.
Add cubed velveeta and stir until melted.
Serve warm. Add cilantro if desired
