Add celery to a saucepan and cover with water. Simmer until tender. Save the water.
Brown the hamburger with the onion. Mix all the ingredients including the celery water. Bake in a 9 x 13 pan covered at 350 degrees for 1/2 hour.
Uncover. Sprinkle with chow mein noodles and put in oven for 15 minutes more.
