Boil ground meat in enough water to cover.
Add the rest of the ingredients (except cornstarch and potatoes).
Simmer until cooked.
Remove Bay Leaf.
Let stand 3-4 hours (optional).
Cook potatoes and cream them.
Spread evenly over top.
Heat at 300F until heated through (1/2 hour). Broil for 2-5 minutes to brown.
Meat can be frozen to eat later.
Defrost, cook and cream potatoes, heat in oven.
