Boil water, add cabbage leaves. Simmer for 5 minutes, drain.
Combine matzoh, meat, and egg in large bowl.
Place 1 heaping tbsp meat mixture in center of each cabbage leaf. Fold in sides and roll up. Place in pan with open sides down.
Combine remaining ingredients (tomato sauce, water, sugar, lemon juice) and pour over cabbage rolls.
Cover. Bring to a boil. Reduce heat and simmer for 1 1/2 hours.
