Coat crock pot with no stick cooking spray.
Add Bell Peppers and onions.
Heat oil in large skilled over medium-high heat until hot. Brown chicken on both sides. Transfer to slow cooker.
Sprinkle chicken with rosemary, oregano, garlic powder and 1/4 tsp of salt and 1/8 tsp of black pepper.
Cover and cook low 5 to 6 hours or on high 3-4 hours or until chicken is tender.
Transfer chicken to separate plate. Turn Slow cooker to HIGH. Stir in orzo, lemon juice, lemon peel, water an remaining salt and black pepper. Cover with chicken. Cover and cook 30 min or until pasta is done. Garnish with feta
