In a food processor combine olives, olive oil, parsley, lemon peel and lemon juice. Cover and pulse with on/off button until mixture is almost a paste. Season to taste with salt and freshly ground black pepper. Set aside for at least 30 minutes.
Meanwhile, place the green beans in a steamer basket: set over boiling water. Cover and steam for 10 to 12 minutes or until just tender. Transfer to a large bowl filled with ice water; drain well.
Toss green beans with about half of the olive mixtures before serving. Store any remain dressing in the refrigerator for up to 3 days.
Dressing can also with served over halved hard-cooked eggs, steamed fish or spread over crusty sourdough bread.
