To make the marinade, whisk together the olive oil, vinegar, lime juice, lime zest, honey, cumin, chili powder, seafood seasoning, and hot sauce in a bowl until blended. Place the tilapia in a shallow dish, and pour the marinade over the fish. Cover, and refrigerate 6 to 8 hours.
Combine the dressing ingredients in a mini food processor and process until smooth. Cover, and refrigerate until needed.
Meanwhile, make pico de gallo by combining all ingredients in bowl.
Heat grill pan over med-high heat. Spray with cooking spray. Remove fish from marinade, drain off any excess and discard marinade. Grill fish pieces until easily flaked with a fork, turning once, about 9 minutes.
Warm tortillas.
Drizzle dressing across tortillas. Add fish on top of dressing. Top with pico de gallo OR cilantro, tomatoes and cabbage. Drizzle more dressing on top.
