1) To make the glaze, put a small bowl on a scale and add the listed weights... this is faster than measuring. whisk together the honey, chipotle puree, mustard, 2 tablespoons of the oil, and 1 teaspoon salt.
2) Preheat a grill to high or preheat your broiler.
3) Brush the steaks with the remaining 2 tablespoons oil and season liberally with salt and pepper on both sides. If using your broiler, place the steaks on a broiler pan. Cook the steaks until golden brown on the first side, 4 to 5 minutes if grilling, 5 to 6 minutes if broiling. Turn the steaks over and continue cooking to medium-rare, 6 to 7 minutes on the grill, 7 to 8 minutes underneath the broiler, liberally brushing with some of the chipotle-honey glaze during the last minute of cooking. Remove from the heat and brush with more of the glaze. Let rest for 5 minutes before serving.
4) Top each steak with a large dollop of the roasted pepper relish and sprinkle with the garlic chips. Garnish with cilantro sprigs.
