Place terra cotta braiser or a Le Creuset in oven and let it get hot. Add some olive oil and partially cook sausage. Add onions, fennel and garlic and season lightly. Cook 1-2 minutes. Add tomatoes, wine, lemon, orange peel, chilies, lime leaves, and then place halibut around the braiser. Scatter mussels/clams around the halibut.
Push into oven and let cook until clams/mussels open. Check the seasoning, scatter the basil and cilantro over top, drizzle with more olive oil and serve.
