Cut oranges into segments, removing membranes. Squeeze over a bowl to catch juices. Heat oil in skillet. Add ginger (thinly sliced) and cook for 2 mins. Sprinkle halibut with salt, pepper & cumin. Cook for 4 mins. Turn, add scallions (white & light green parts, chopped), oranges & liquid, and cook until fish flakes easily (4-5 mins). Cook pasta. Serve fish with pasta on the side, spoon oranges & sauce over the top of both. Sprinkle with cilantro.
