In a skillet heat oil over medium heat. Add onions and cook until tender (3-5 minutes)
Add garlic, cook until fragrant (30-60 seconds)
Stir tomatoes, capers and water, bring to simmer.
Season halibut with salt and pepper. Lay on top of tomatoes in skillet, cover and cook until halibut flakes apart (5-7 minutes)
Remove halibut to plate and cover to keep warm.
Add mango and pineapple.
Simmer remaining mixture uncovered until half the liquid is gone.
Stir in dill, parsley and tarragon.
Place halibut over spinach, then top with tomato mixture and serve
