In a saucepan, melt butter then add flour. Cook for 1-2 minutes then add milk to create a white sauce. Season with salt and pepper.
Spray a casserole dish with cooking spray. Layer ham then potatoes then white sauce. Continue to layer until dish is full.
Bake at 350 for an hour until potatoes are cooked and top is brown. Cover if top gets too brown.
