Mix first 7 ingredients in a large bowl.
Work in the butter with a pastry cutter (or mixer). Stir in cheese & ham. Then add cream and milk. Stir just until moistened. Scoop biscuit dough out by big spoonfuls and place on a jellyroll pan.
Bake at 400 degrees for 15 minutes.
Melt butter and stir in garlic powder. Brush on baked biscuits.
