2. To make meatballs: In a large bowl, combine turkey, onion, bread crumbs, flour, eggs, parsley, and water.
3. Shape mixture into 1 inch balls, and place into a 9x13 inch baking dish; bake in preheated oven for 20-25 minutes.
4. Combine remaining ingredients to taste.
5. Add sauce to cooked meatballs, and bake in preheated oven for 45 minutes, basting occasionally.
