South Beach Diet Friendly for Phase 1.
1- In a large non-stick saucepan, heat oil over medium heat. Add fennel bulb, leek, garlic, and thyme; cover and reduce heat to medium-low. Cook until vegetables are softened (about 5 minutes). Stir in wine and tomatoes. Cook uncovered until liquid has almost evaporated (about 1 minutes).
2- Add broth and saffron; bring to a simmer. Add mussels and clams, cover and cook until shells are open (about 5 minutes). Discard any shellfish that haven't opened. Ladle the Bouillabaisse in 4 large bowls, sprinkle with chopped fennel fronds and serve hot.
