Preheat the oven to 400 degrees F.
Grease a large casserole dish.
Cook the pasta according to package directions.
Meanwhile, in a large pot, heat oil over medium heat.
Add the shallots and garlic; saute for 2 minutes.
Add the mushrooms and beef to the pot.
Cook until the meat is browned, about 5 minutes.
Stir in the tomatoes with liquid, tomato sauce, basil, oregano and cream; simmer for 5 minutes.
Remove from the heat.
Drain the pasta; add to the pot.
Stir in 1/4 cup Parmesan; mix well.
Spoon the mixture into the prepared dish.
Sprinkle the remaining Parmesan over the top.
Cover; bake for 15 minutes.
Uncover; bake until the cheese is melted, about 10 minutes
