Preheat the oven to 350 F.
Combine the flour, baking powder, salt, cloves, cinnamon, and all-spice in a mixing bowl and stir to combine.
Place the butter and sugar into the bowl of the mixer and cream with the paddle attachment until light and well blended. Add the egg followed by the vanilla. Add half the dry ingredients and stir, on low speed to barely incorporate.
Add the milk and the rest of they dry ingredients along with the dried fruit and walnuts. Stir until just evenly distributed
Spoon the cookies out onto lined sheet pans in tablespoon sized pieces. leave some space between cookies for them to spread Bake for 12 - 15 minutes or until the cookies are golden and softly set.
