Preheat the oven to 350°F
Combine all of the dry ingredients in a large bowl.
Add the eggs, milk, oil and vanilla and beat for 2 minutes.
Stir in boiling water and mix.
Pour chocolate cake mixture into a greased cake pan or cupcake tins.
If making cupcakes, bake for 22-25 minutes, or 30-35 minutes if making a full cake.
