Heat the milk to scalding.
Once the water comes to a boil, add the box of noodles. In a larger pot or dutch oven, melt the butter and add the flour. Whisk to form a roux, and let bubble over med-low heat for 2 minutes. In a steady stream, add the hot milk while constantly whisking. Let the milk-roux come to a bubble, then add the cheeses in four parts, whisking constantly and letting it melt completely before adding more. Add the salt, pepper, and garlic. If the sauce is stringy, add the lemon juice. Allow the sauce to bubble on medium heat; it will become looser the longer it cooks. If it is too thick, add pasta water in 1/4 cup increments until desired consistency is reached. Turn off the heat.
When the pasta has finished cooking, use a slotted spoon to put the noodles into the sauce. Fold all ingredients together and serve hot.
