Shells: Blend for 1 minute. Let stand one half hr. Fry 3 Tbsp per pancake in nonstick pan to make a 6 inch shell. Fry 1 side only. Place on rack 1 minute before stacking so they will not stick. Makes 24.
Filling: Mix together well.
Sauce: Saute onion and garlic in olive oil. Mix remaining ingredients together and add to onions. Simmer 1 hour.
Place a scant ¼ cup filling on each shell and fold shell around filling like enchiladas. Place 12 in each of 2 (13x9 inch) pans. Cover with sauce. Bake at 350 F for one half hour. Freezes well without sauce. Serves: 12 (2 per serving)
