Mix hot water and sugar, (at this point I will sometimes add some some mashed potatoes, or dry potatoes if I have them. About 1/2 cup. Not necessary but adds to the flavor) Then add yeast and mix. Allow mixture to sit and become frothy. While waiting you can melt your butter and shortening in a microwave for one minute and add it too the mixture. Then mix your salt, dry milk and about 1 cup of flour all together. Mixing the flour with the dry milk will prevent it from clumping when added to the water mixture. When you have a frothy mixture, add your flour, salt milk mixture to the water while the bread maker is going, then add the remaining flour. You have added enough flour when the dough first begins to clean the sides. The dough should be a little sticky. This makes for light fluffy rolls. Too much flour makes your rolls dense. Too little flour will make your rolls rise quickly then fall. If mixing with hand mixer test dough with your fingers for stickiness. Allow bread mixer to cycle for 5 minutes. Empty dough out onto a floured surface, knead by hand for a minute or two and then form balls about 2 inches in diameter and place on a greased cookie sheet. I usually fit 24 on a full cookie sheet. Allow to rise until double. This can be accelerated if placed in a slightly warmed oven. Depending on ambient temperature usually takes about 30 minutes to rise. Place in pre-heated oven to 350 and cook for 20 minutes until lightly brown on top. Remove from oven and serve hot.
You can use wheat flour as well. They will rise slower. Adding a little flour (1/2 cup) to the water mix will encourage good yeast growth. If you prefer fresh milk to powdered milk then substitute 1/4 cup dried milk with 1 cup warmed milk and decrease water to 2 cups.
