Saute onion in butter. In a bowl, mix together ground beef, rice, onion, tomatoes, salt, and pepper. Arrange peppers in an 8" X 8" baking dish. Fill peppers with ground beef mixture. Mix tomato sauce with one can water and pour over peppers. Cover dish with aluminum foil. Bake, covered, at 350 degrees for one hour.
