Thoroughly mix first 4 ingredients.
In another bowl, mix next 3 ingredients.
Grease & flour 9x13 in. pan. Pour 1/2 of batter into pan & spread evenly. Sprinkle 1/2 of brown sugar mixture over batter. Pour remaining batter over top. Sprinkle remaining sugar mixture over top of second layer of batter. Using a knife, swirl through batter to slightly mix. Bake 300 until done - check after 40 min.
Mix confectioner sugar, vanilla and milk together and pour over cake while cake is still warm.
Poke holes in cake before pouring glaze over to allow to seep in.
