Saute celery, onion, and garlic in bacon drippings in a large Dutch oven until tender. Add broth and remaining ingredients except rice. Bring to boil and simmer 20 minutes. Add rice, simmer an additional 20 minutes or until rice is cooked and peas are tender. Discard bay leaf.
