Make crust:Mix the breadcrumbs,parsley,horseradish.olive oil and salt and papper in med. bowl until moistened.Brush the steak with oil and press with bread crumb mixture over the top and sides.Tie the roll with twine in three or four places,making sure it's not too tight.Place the steak roll on rack in roasting pan until golden brown and thermometer reads 130.about 45 min.
