1. stir the beef, scallions, carrot, horseradish, and salt together in a medium bowl until well mixed. form into 4 patties
2. spray a nonstick ridged grill pan with nonstick spray and set over medium heat. add the patties and cook until an instant-read thermometer inserted into the side of a burger registers 160 degrees for well done, 4-5 minutes on each side.
3. spread the cut sides of the buns with ketchup, if using. Place the burgers in the buns and top evenly with the lettuce leaves, tomato slices, and cabbage.
