Combine milk and flour in small saucepan. Stir until smooth. Cookover medium heat until very thick, stirring constantly. Cool. Beat butter, shortening, sugar, and vanilla together for about 5 minutes. Add to flour mixture and continue to beat until creamy. Spoon into pastry bag with decorator tip. Push through cooled cupcakes and squeeze into center.
