Combine cream cheese, sour cream & milk in bowl and blend
Add dried beef, onions, green pepper, pimiento, pepper, and capers; mix well
Transfer to baking bowl, bake 15-20 minutes.
Serve immediately with cocktail bread, or refrigerate and serve later reheated in a small electric crock pot
