Combine first 5 ingredients, blend in next 3. Stir in nuts. Pour into greased 9" x 9" pan, spreading evenly. Combine brown supgar and 1/4 cup cocoa. Spread even over batter. Pour hot water over batter, do not stir. Bake at 350 degrees for 45 minutes. Serve hot.
