2. Measure flour, sugar, 2 tbsp cocoa, baking powder, and salt into bowl. Blend in milk and shortening.
3. Pour into ungreased 9" sq pan.
4. Stir together brown sugar and 1/4 cup cocoa; sprinkle over batter. Pour hot water over batter.
5. Bake 45 min.
