Melt butter; add shallots or green onions, green pepper and garlic and suate till tender. Add chilies, tomatoes, salt, sugar, pepper & cilantro. Simmer, uncovered 15 minutes or until reduced and slightly thickened. Fry tortillas in butter until slightly golden, but soft (or microwave). Fry eggs sunny side up and place in center of tortilla. Surround with 1" of sauce. Serve with cheese melted in broiler and avacado.
