For the marinated beef: dissolve cornstarch in 2 tbsp cold water in a large bowl. Stir in next 6 ingredients. Add steak strips and toss to coat; let stand 15 min or more.
For the sauce: dissolve cornstarch in 2 tbsp cold water in a small nonreactive bowl. Stir in remaining sauce ingredients; set mixture aside
To cook: heat oil in a large skillet or wok over high heat until oil is almost smoking. Add steak strips; stir-fry until meat is browned, about 2 min. Add sauce; stir-fry over hi heat, tossing constantly, until sauce thikens slightly, about 45 sec.
To serve: transfer beef to a serving platter; sprinkle with peanuts and scallions and serve immediately. (Serve over white rice).
