Place meat in slow cooker covered with onion.
Combine garlic, ketchup, Worcestershire sauce, sugar, salt, paprika, and dry mustard. Stir in water. Pour over meat. Cover and cook on low for 9-10 hours.
Turn on high, Dissolve in flour and small amount of cold water. Cook on high for 10-15 minutes or until slightly thickened. Serve over noodles or rice.
