Preheat oven to 350?. Cook noodles according to package directions.
Brown ground beef and garlic in butter. Add tomato sauce, salt, pepper and sugar. Blend the cottage cheese and cream cheese. Add sour cream, onion and green pepper to the cheese mixture.
In a greased 9x13 inch casserole put half of the cooked noodles, then a layer of cheese mixture and the rest of the noodles. Cover with ground beef mixture and top with Sharp cheddar cheese. Bake for 30 minutes.
