Suggest a better descriptionMix together unsweetened cocoa powder and sugar. Add water and stir into a paste. Then mix in reduced-fat milk. Pour into popsicle molds. Cover with foil and make slits for the sticks. Freeze until completely solid, 3 to 4 hours. Let rest 5 to 10 minutes before removing. If pops are hard to get out, run molds under warm water for 10 seconds.
