Turn Instant Pot on Saute and add oil when hot.
Add vegetables and ground beef, stirring and breaking up ground beef into lumps.
Add bay leaf, cajun seasoning, hot sauce, salt and rice. Stir to incorporate.
Add broth and immediately close lid.
Cook at high pressure for 4 minutes. Use ten 10 minutes of natural depressurizing, then release remaining pressure.
Gently fluff and serve
