1) In a large bowl, combine ground beef, onions, diced tomatoes, garlic powder and bouillon cubes.
2) In a second bowl, combine water, soy sauce, sugar and cornstarch. Add green peppers and stir well.
3) Place meat mixture into Instant Pot, and saute for 5 minutes. Add liquid and pepper mixture. Lock lid into place and seal steam nozzle.
4) Cook on manual setting for 10 minutes.
5) Meanwhile, cook egg noodles according to package directions and toss with cheese.
5) Quick release pressure. Serve meat mixture over cheesy noodles.
