Sauté onions and margarine. When cooked, Add ground beef breaking it in to fine pieces and cook until meat is done. In separate container, whisk beef base into water, mixing it in. Add kitchen bouquet and garlic to that mixture.
Add the mixture and the beef gravy to the ground beef and onions. Bring to a low boil and simmer and stir until thick. Turn off. Add frozen vegetables, stir.. Put an individual bowls and top with mashed potatoes, or put in a large casserole and top with mashed potatoes. Spray potatoes with Pam. Place in 350 to 400° oven for 15 minutes until potatoes are brown and dish is bubbling. Cool before serving. It can be made a day ahead and warmed up. Serves 6 to 8.
