Suggest a better descriptionPreheat oven to 350 F. Place beef roast on a rack in a baking dish. Add 1/2 cup water and vinegar to the dish. Bake for 1 1/2 hours. Cool a bit then slice thinly.
Combine beef, seasonings, onion, green pepper, boullion cubes, and 3 cups water in a soup pot or deep skillet. Bring to a boil. Reduce heat and simmer for about 2 hours.
