Place large, heavy bottomed pan over medium high; add 2 tablespoons olive oil and once oil is hot, crumble spicy Italian sausage into pan in small chunks,allowing it to brown in oil for a few minutes on each side. Remove from pan with slotted spoon and place in bowl to hold.
Add sliced onion into sausage drippings pan and allow to carmelize and become golden (about 5 minutes), stirring. Once onion is golden, add salt, Italian seasoning and black pepper and stir to combine, then add sliced bell peppers and allow those to saute with the onion for about 2 minutes until slightly tender and golden; add in garlic and once it become aromatic, add wine and let it reduce for a few minutes until almost completely reduced. Add in tomatoes and juice and return browned sausage back to pan. Gently fold mixture to combine. Allow to simmer for 3-4 minutes, then turn heat off.
To finish sauce, drizzle in 2-3 tablespoons olive oil to create rich flavor, add in parsley and 1/2 of basil, stir. Add cooked noodles to sauce. Check to see if needs more salt or pepper.
Garnish with rest of basil and top with shaved Parmesan cheese or extra drizzle of oil.
