Preheat oven to 350 degrees. Line a 9 x 13" pan with aluminum foil, and lightly grease with vegetable oil or cooking spray.
Sift together the flour, baking powder, and salt; set aside.
In a large bowl, cream the butter until light and fluffy. Gradually beat in sour cream, then beat in sugar. Beat in the eggs one at a time, then stir in the vanilla.
By hand, fold in the flour mixture, mixing just until incorporated. Spread batter into prepared pan.
Crumb Topping
Melt butter; add vanilla and let cool.
Mix dry ingredients together in a large bowl.
Pour cooled butter mix into dry ingredients; mix as much as possible with wooden spoon. Then finish mixing with hands.
Squeeze clumps of mixture together to form crumbs of desired size. Completely cover top of cake batter, layering as needed. Sprinkle any leftover mix over top of crumbs.
Bake in the preheated oven for 40 - 50 min, or until toothpick inserted into the center of the cake comes out clean. Let cool in pan for 10 min, then turn out onto a wire rack, and remove foil.
