Rub roast with olive oil. Combine salt, pepper and garlic powder and rub over roast. Place on rack in roasting pan and pour broth in bottom of pan.Roast at 450 for 20 minutes, then turn temp down to 260. Roast 20 min per pound until internal temp reaches 135. Cover with foil and let rest 10 minutes.
