Preheat the oven to 400 degF.
Place the whole heads of garlic on a baking sheet and bake until soft to the touch, 40 to 45 minutes. Let cool.
Cut the narrow end off each garlic head and squeeze out the cloves into a small bowl. Mash the garlic into a paste.
Place the tomatoes, oregano, and mashed garlic in a large saute pan. Bring to a simmer over medium heat and cook, stirring occasionally, until the sauce thickens, 45 minutes to an hour.
Add salt and pepper to taste and stir in the fresh basil. Serve hot over cooked pasta, or let cool and use for pizza topping.
