Preheat oven to 350º. Blend together margarine, eggs, and sugar. Mix together baking powder, baking soda, salt, and flour. Add sour cream and flour mixture alternating to sugar mixture. Mix well . Add vanilla. Spread half of mixture into a greased and floured tube pan. Add ½ of topping. To make topping mix sugar, nuts, and cinnamon together. Spread rest of mixture on top. Top with remaining topping.
