Preheat oven to 325(F). Slice off top 1/3 of head of garlic so tips are exposed. Place in small dish, add just enough water to cover bottom of dish. Drizzle olive oil over top of garlic. Cover with foil. Bake for 45 minutes.
melt butter in saucepan over medium heat. mix together flour and milk so no lumps, and pour into pan with butter. Bring to boil, cook, stirring constantly until thickened, about 5 minutes. Squeeze garlic cloves from skin, and mash. stir garlic into sauce, and season with salt, peppercorns, and nutmeg.
