Combine 1/3 cup panko, 2 tbsp coconut, and next 7 ingredients in large bowl. Add shrimp, and stir until just combined. Using wet hands, shape mixture into 5 balls (if mixture is too moist, add 2 tbsp panko, mixing until balls form).
Combine remaining panko and coconut in shallow dish. Coat balls into mixture & press into patties.
Heat large nonstick skillet over medium-high heat, add 2 tbsp olive oil, and cook until done on each side.
